Our Mission
Our mission is to provide temporary shelter, transitional housing, related services and nurturing support to families with children experiencing homelessness and to assist them with obtaining suitable and permanent housing.
Our Vision

Family Promise of Baldwin County helps our local community coordinate their compassion to address the root causes of family homelessness. We address the issue holistically, providing prevention services before families reach crisis, shelter and case management when they become homeless, and stabilization programs once they have secured housing to ensure they remain independent. We tap existing local resources to empower families towards economic stability. Families come to us in crisis; we help them rebuild their lives with new skills and ongoing support.

FAMILY PROMISE STAFF

Executive Director
Beth Biggs
Beth joined our team in 2019 with over 11 years experience working with Family Promise of Montgomery. Beth has brought so much to our program and community, serving on the board of our local Continuum of Care (COC), leading the homelessness task force meetings in Baldwin County, and implementing necessary changes to "fill the gaps" for those in need of services in our community.

Shelter Case Manager
Estella Lee
Estella Lee joined Family Promise in August 2023, bringing her passion for making a difference in the lives of families with children experiencing homelessness. Currently pursuing her Master's degree in Social Work at Troy University, Estella is dedicated to leveraging her education and skills to provide impactful case management services.
As a devoted advocate for the community, Estella is actively involved with Make-A-Wish Alabama and Rapahope, embodying her commitment to creating positive change beyond the confines of her professional responsibilities. Her academic pursuit and hands-on experience empower her to address the complex challenges faced by families in crisis.

Housing Stability Case Manager
Brooke Welch
Brooke Welch serves as a Housing Stability Case Manager at Family Promise, where she works to empower families as they overcome barriers and move toward sustainable housing. She received a Bachelor's degree in Global Studies with a Business minor from Auburn University.
Brooke is passionate about building meaningful relationships and creating lasting impact through service. Outside of work, Brooke enjoys painting, reading, traveling the world, and being a coffee connoisseur.

Director of Development
Lillian Norris
Lillian Norris serves as the Director of Development for Family Promise of Baldwin County, bringing more than 15 years of experience working directly with nonprofits to raise awareness, write grants, build community partnerships, and cultivate meaningful donor relationships.
She is passionate about connecting people, resources, and purpose in ways that strengthen families and serve the greater good. In addition to her work with Family Promise, Lillian is the founder of Baldwin County Resources and the publisher of Macaroni Kid Baldwin & Mobile Counties, where she continues to support local families, businesses, nonprofits, and community events throughout the region.
Lillian is the wife of Zach, who is active duty military, and mom to Ben, Liam, Garrett, and Dominic. She is also a proud fur mom to Maggie, Tika, and Beau. Lillian and her family live in Elberta, Alabama.
Currently completing her Ph.D. in Philosophy, Lillian brings a thoughtful, grounded, and heart-centered approach to her work.

Volunteer & Donation Coordinator
Vicki Robertson
Vicki joined Family Promise in 2026 as our Volunteer and Donation Coordinator. Vicki has partnered with several organizations throughout Baldwin County since 2020, working to connect people with support, encouragement, and practical help. She holds a Bachelor’s degree in Business Administration with an emphasis in Marketing. When she’s not volunteering or planning something, you can usually find Vicki reading, working on a puzzle, or spending time with her four children. Her faith is a big part of who she is, and she is devoted to living out love, compassion, and hospitality in her work and everyday life.
